Kad is this normal or something wrong??

Is it normal for a kad300 rpm needle sticks when the engine is stopped?
When I put the ignition back on the needle just goes back down to zero.

100% normal, when you turn the engine off you kill the supply to the instrument so the needle stops where it is, zeros itself when the supply is restored.
