<span style="color:blue"> </span> I have a problem with no fuel getting to the cylinders and have 2 questions that I would appreciate help with:
1-Trying to open up the engine I can not figure out how to remove the choke/fuel shut off control thus enabling the engine cover to be fully removed. The control appears to be located by friction but I have pulled as hard as I dare! Can any one help please?
2-Does anyone know of a Shop Manual available on the internet?

The iBoats forums are probably the best place for advice on outboards. You'll find separate boards for each make of engine

The Seloc manuals are available from Amazon but I have not checked that the 1999 models are covered.

You will find references to other manuals on iBoats.
 
Looks like a simple pull-off knob. I just took a 1981 apart and it was on pull-off that one. Don't yank it. Just apply steadily increasing pressure. Then you can feel what is giving way.
