Apparently this is banned (in Lymington), whilst afloat.

Anyone know where (if any) it can be done convenient to western solent?

Nothing noxious, just dirt/green stuff.

Is that because the mess ends up all over the adjacent boats?

Somebody did his decks while ashore in the yard where I'm based with boats packed in close all around him. He got nice clean decks but all his neighbours needed cleaning.

What woud you use for power and water-supply? Jet-washers aren't designed for salt-water and are reputed to have a very short life if used with it.

I have a mate with a Chinese petrol engined jet washer.
Probably cheap enough to use with sea water, OTOH, a full tank of water on may yachts is a fairly serious amount of washing.
TBH, I think jetwashers are vastly over-rated.
