No good ever came out of a team of management consultants. i disagree with your opinion regarding canals and rivers. They're not a rich persons playground, although there are some wealthy boat owners. It is(for the most part)an employed or retired persons playground.
And people choose to eat and drink by the river to watch the boats, not look at the brownish coloured water. They pay a premium to live next to it or operate a business with it as tbeir view. Personally, i don't give a toss about cyclists, but as a taxpayer I fund their hobby. And i don't even get anything interesting to looks at in return.
