I have an Android tablet with opencpn and osenc up charts. These charts are still in date (just).

I did a factory reset yesterday, and have been trying to redownload the charts using the osenc plugin. Unfortunately the chartset has a Red cross beside it in the menu indicating it cannot be downloaded (unassignable to my device).

Any thoughts on what might have gone wrong?

I suspect after the reset your device looks like a different system than the one the fingerprint is valid for. Contact o-charts about this; they have a reputation for being sympathetic with such a situation.

Contact o-charts. I just had the same problem after the boot sd card for my Raspberry pi dies without a back-up. I had to register a new identity, fortunately the second one for the charts had not been used. I now have a back-up boot sd card!

OK, thanks for the suggestions! I didn't think that a factory reset would cause it to think the software had changed. Thats quite a weakness of this system!

I agree it is a bit restrictive but must be due to their licencing agreements with the chart authorities.

Have you used up your second installation option? If not, you can just apply again for a new fingerprint for your device. This second installation has been provided to deal with the situation you find yourself in and can be installed either on the same device or another that could be your PC for example. I have a back-up for my boat computer that has a near identical installation, including OeSenc charts.
