Is this quote for new windows a little high?

If you redo them with new perspex, after a bit you'll likely forget they ever had frames. Then you can treat the boat to something else? This sort of a spend on a boat of a certain age doesn't add value when you come to sell really either FWIW...

Maybe I missed it but what is wrong with the existing frames. If they are ok, why not just replace the window with perspex or whatever your choice is.
