Is there somewhere in kent/SE that can add an access hatch to a fuel tank?

Id like my jeanneau sundreams steel fuel tank to have an access hatch added and the gunk cleaned out. I have it currently removed from the boat. thank you

Did a similar job on a stainless steel fuel tank with a box of 6mm drills and finished off with an angle grinder.
