Is that normal if the under water blue pain will easily come off by just a very gentel touch?

As title mentioned. I found some fenders touch the water line blue paint will easily get blue paint on it. I fell not right. I use a finger to touch the under water paint also easily get the paint off to my finger. Is there any kind of pain won't easy to come off like this? Thanks.

Just checking, I assume this is not anti foul paint? If so the soft type is meant to do that
If it is anti-foul there is a hard type which does not rub off easily
There are pros and cons of both types

Seems like 'soft' or erodeable antifouling has been used rather than hard.
