I went to Albania on a day trip from Corfu Town a couple of years ago. I would not recommend going at all. The port was ill maintained and without spare space amongst the coasters. A little fishing harbour had room but less than a metre. The majority of people are very poor and they lack services like refuse collection.
People say it is a good idea to pay a boat minder if you leave her.
If you must visit why not stay in Corfu Town and take a look on a day trip to make up your mind? I am fairly easy going and sympathetic but I am not going there again.
I had plans to sail there this year and did a little research. Certainly you should never leave your boat unattended and you should be 'street-wise' on land. However, apart from a tragic case a couple of years ago, there have been no acts of piracy. The Italian Carabinieri and navy are doing something to help normalise things there. Don't forget, though, that this is where a lot of the fast speedboats taking illegals into Italy hail from. You don't want to get too close to them!
Well, yeees, but there's a lot of unspoiled coastline and the ruins down in the south are supposed to be amongst the best in the Med. world. But I doubt I'll get there this year either! Certainly Monenegro, though; I really want to see Kator (or is it Kotor)? Cattaro in Italian anyway!
