is a test-drive always necessary?

Hi,

I am looking to buy our first sports boat. I went to see one last week - a Fletcher Arrowsport 155. It was built in 1988 and I think has the original engine, a Suzuki DT85. The boat was on a trailer for the viewing, but inspection showed it to be in very good condition for the year. The sellers ran the engine (with running water) and it started from cold without any problems, it also throttled up ok and changed gear without issue. I would like to put in an offer, but have been advised to test drive any boat before purchase. At the moment the boat is nowhere near water (except for a canal about 10 miles away), so I'm wondering whether a test-drive is really necessary for such a small boat (16ft)?? Any thoughts and suggestions would be very welcome to a newbie.
