Identify these stanchion mounts?

Can anyone please identify this stanchion mounting kit? I picked a pair out of the marina skip, to adapt them to fit my spinnaker pole. They have a 1.5” tube clip, and the shaped stainless frame. The ring at one end is a clue to the original use, but the bit at the other end is baffling me. It looks like something on the end of a pole should fasten to it, but the Vee is too narrow for a 1.5” pole and the folded back transverse bar is way off axis with the ring and tube clip. Whatever they are, they will end up being repurposed in some Heath Robinson fashion, but I might get some inspiration if I could find out what they are design to do.

Horseshoe lifebuoy and torch, the black clip is for the torch, and the stanchion.
Thanks, there’s probably not a lot I can reuse the steelwork for then, I’ll just put a 2” tube clip on the stanchion clamp.
Unless I can keep one of the rings as a safety clip for the spinny pole jaws… I’ll get the angle grinder round it later
