Didn't know that the 'International Chamber of Commerce' was involved in sailing as well! As I'm already a member of the ICC, would I get some free sailing in with them?

If you haven't got any of the relevant certificates and don't want to do a course you can take a test. This link gives you the info. http://www.moonfleet.net/icc.htm I've never used them I'm sure there are other places you could do it.
Any Sailing School will arrange to come to your boat, and put you through a practical couple of hours, and then a bunch of theory/colregs.
I didnt bone up on CEVNI, but should have, so my ICC is not endorsed for Inland waterways.
When I enquired how long the process would take, I was told that we would stay until I passed.....
I have no formal sail training, but I do have 20 years of cruisers/racing.
Really its nothing much to worry about. The whole thing cost me about 110 quid including the RYA membership for the year(entitles you to free issue of ICC)
I did minne at the local yacht club because they were doing it and not specifically because I needed it. There was a few weeks of basic navigation stuff and a practical that involve turning in a tight circle under engine, MOB pick-up (fender and bucket), sailing a very short triangular course giving instructions to crew about what would happen and what they needed to do. All very meaningless - even the person who did an accidental gybe passed!
Also did the extra 20 questions to have a CEVNI endorsement.
As I have Yachtmaster theory I rang the RYA to see whether I needed to do the theory bit. They said that ICC was purely practical but the people running the course said I needed to do the theory as well. I wasn't hard - I got 98/100 because I didn't know what two flags meant (one was "discharging dangerous cargo" which apparently has nothing to do with emptying the holding tank!).
Well i will do it anyway but seems a bit of a waste of money considering we have got yachtmaster and managed to sail for the last 15 years with no problems!
We did it over a weekend, with a day's own-boat tuition and a day for the test, except that the instructor did some exercises and ticked the boxes all at the same time. (I'm sure you could get away with just booking an instructor to do the test). The navigation bit was just a few questions and a discussion of tides, hazards, lights, buoys etc. The sailing test was a MOB with a fender and bucket, the sailing bit including tacking and gybing, and a bit of motoring around the marina, to show we were competent. The CEVNI test was incredibly trivial. We were incredibly inexperienced, so the own-boat tuition was very useful. It looks like we are likely to need some sort of regulation in the future, at least in some countries, and that test is about as easy at it gets!
If you've got some certs already and some experience might be worth an email to the RYA to see if you need to do a test. I was going to book one and sent an email to see what sort of test I needed - I put my current certificates and experience on the email and they sent me an email back saying if I filled in the form they would send me one without the test.
Try to tell that to some foreign johnny who has the power to demand to see your ICC - he won't accept your Yachtmaster and he can do all sorts of nasty things if you don't have the ICC.
If you are a member of the RYA the certificate is free.

stating the obvious - if you have Yachtmaster practical then you can apply directly to the RYA for an ICC but you may not get CEVNI endorsement. If you are an RYA personal member you won;t even have to pay for the issue. If you need CEVNI then do a seperate CEVNI test at any sea school (some individuals on here will facilitate) pay them, send CEVNI pass to RYA with Yachtmaster reference number and ICC will be issued with CEVNI straight off.
If Yachtmaster is theory only then just arrange an own boat ICC examination including CEVNI and send it all to the RYA with cheque (if not member) for issue............as already said
In my File on board - I have Solas .... CEVNI and Life-saving stuff printed and slipped into plastic sleeves ... so no matter what - I have on hand data ...
I also have a file ... fyi .... that has manuals / data sheets etc. on the equipment I have on board similarly plastic sleeved ....
