Are you sure about that bendy, I thought you needed one to enter French territorial waters. I'm planning a trip to Cherbourg this summeer so would be keen to know.
You don't need an ICC for the French coast.
Do a search on ICC, it comes up many, many, many times.

I think the ICC have lost a lot of my respect for failing to dstand up to Pakistan over umpiring and other such rows. Everytime someone critisizes Pakistan, they scream 'how dare you' and it is left at that. Not good enough.
you do not need a ICC to enter French territorial waters or a French Port. You need nothing except your passports and ships papers - registration certificate. The French may ask for proof of VAT payment and expect you to have a VHF licence and operating certificate but that's it.. The UK lot would - could demand the same except passports but could ask for proof of identity..
If you enter the canal - river system then you need a CEVNI - that is an inland waterways endorsement - it goes onto a ICC but is a motor boat licence. When a yacht is travelling on inland waterways with the mast down it becomes a motorboat.
