Imagine, some pseudo modern country has an internal note send to all the port police offices that from now on ICC and all predeceasing ship papers are no longer valid.
Since reading foreign languages is a problem for most, a new proof of competence and of yacht ownership is needed. The new papers are 3D original size pictures of the person in question, with official stamps, and biometric features.
In order to carry the papers, you need a new wallet the size of yourself.
As for the papers of the yacht, new papers have to be obtained with a authorised notary. ( Not for free as usual )
A speaking ( And paying backschisch out of your wallet ) hologram of this notary has to be carried at all times.
The new papers can be obtaind by following new very expensive courses, to be followed in Flavenistan. A three week coarse will do. Hotels and agents to arrange papers without following the courses are available.
