I cant tilt up the motor when driving but I can tilt down?

Hello , I just got a new motor , suzuki df20 ARS, got some problems with powertrim. When I am driving I cant tilt UP the motor, however I can tilt it down. In order to tilt it up I need to slow down to maybe 4 knots and then it works but its pretty inconvenient Anyone have any ideas?
