Just got back from week on the boat Costa Blanca. Spoke to quite a few U.K registered boat owners who are concerned about ICC laws, there are many rumours flying round at the moment that the Spanish authoritys are giving out massive fines & impounding boats being used by non ICC holders & holding until
the owner gets the ICC cert. Some berth holders are adament you have to have the ICC whilst some equally adament you dont. I hold a current ICC cert which is due for renewel in April. Does anyone know the actual truth regarding the current
situation, has it changed ect, has there been any new laws brought in. I always thought If you had a UK registered boat visiting you did not need an ICC. but I may stand to be corrected..........Nat

Think what the law says and what happens, are two different things. Sounds like you better get one!!

From the RYA website:

"I am planning to cruise to Spain; do I require an International Certificate of Competence (ICC)?

If your boat is British Registered, you are not required to have an ICC. However, Spain has a tightly regulated leisure boating industry. This means that Spanish Harbour Masters and other officials are used to seeing certificates of competence and generally believe that everyone must have one. It is therefore often useful to carry the ICC.

If you are chartering a boat in Spain, you will generally need a certificate of competence. You should check whether an ICC is acceptable to the Charter Company – it usually is.

If you have a Spanish Registered boat, you will be required to hold the appropriate Spanish certificate of competence."

The Spanish authorities had a purge in our Marina last summer and would not let those concerned use thir boats. This resulted in the people concerned taking their Day Skipper/ICC course with us. So yes I believe it is expexted of UK subjects hold an ICC at least.

Ahoy shipmates,
I`ve kept a boat in southern Spain for many years, travelling from port to port along the coast, and NEVER been asked to produce an I.C.C. However I will spend some $$$$`s with Clive, in case. Just wondering if these rumours are started by him to get more Euros. Only joking!!!

Old ICC,new application form, money and new photo.
My old was just pre formal CEVNI although I did the questions and the examiner put on the form to that effect. As they only hold records not the forms they politely told me I would have to do this again and submit a pass cert to have an Inland endorsement.

On both the occasions we towed to Spain we were required to show insurance and ICC before the marina was prepared to crane us in and we were stopped a couple of times by the port police(? uns and uniforms anyway) on the way out to prove we were carrying appropriate life jackets / buoyancy aids for the people on board -as were others. No lifejackets and you were sent back in whichever nationality your boat.

Have you seen the thread on 'Liveaboards' regarding Spanish Regulations applying to even UK registered boats from April 2004. Started with question on Holding Tanks.
