How to make a whistle for a kettle

The boat kettle whistle has gone to meet Neptune. There seem to be no replacements available (22mm ID). So I want to whittle a whistle from some copper pipe.


I did not get a badge for this as a Boy Scout, so advice on how to carve the (?) mouth so that steam creates sound, is requested please. Engineering drawings especially welcomed :)

Basically, the steam needs to pass through holes in two plates that are separated by a short distance:
