How to make a real fast motor boat of approx 12cm x 8cm diameter?

I need to make a real fast motor boat for a boat race. The boat should not be Remote controlled otherwise all common electric appliances are allowed. The dimension should be around 12 cm x 8 cm . Height can be of any dimension. Since it is a race, the boat should be very fast. I can spend some money. But the model should be worth it. I seriously need some help.
