How to fit Pelican hooks?

I am thinking of fitting pelican hooks to our guard rails to make access easier at the pontoon for my son who has a disability. The pelican hooks would be near the shrouds and I would still use lashings at the ends with the push and pulpits. Do I need any specialist tools or skills beyond my average DIY abilities?:) Thanks for any advice.
 
I think a rigger seems a good idea. The first video shows expensive looking fittings and I can use the rigger to check my rig too, which is a bit of an unknown quantity:)
 
Just breaking into the guard wires to be able to release them for access is not as easy as it looks. If you look at boats that have boarding gates you will see that they have different stanchions with ring fittings either side to take the pelican hooks. They are usually also braced to the deck so that they are rigid. Normal stanchions float in their sockets and the wire just passes through them.
