How good were \'we\'?

MCA press release websites lists 2002s 'incident' stats by region. In the Solent region, things were better in 2002:

"Solent Coastguard today released its figures for last year which overall show a 14% reduction in incidents over the previous year's, and a significant decrease in the number of those rescued:

2001/2002
Total number of incidents: 1405/1215
Total number of persons assisted: 1874/1774
Total number of persons rescued: 476/276
Total number of lives lost: 28/38
District Coastguard Rescue Team call outs: 836/763

Solent Coastguard District Controller Bob Woodwark said:
“Although we are pleased that the overall number of incidents has gone down, we are also saddened that the number of deaths is the highest ever recorded here. Nearly one fifth of all recorded incidents were due to machinery failure of one sort or another, and we hope to mount a campaign to target this category over the coming spring and summer."

its concerning if we are becoming better that the number of deaths has shown a notable increase to slightly more than one a fortnight.

Total diving deaths in the UK last year was 6. This is down from 19 in 2001. These figures are for diving incidents reported to the MCA throughout the whole of the UK.

That would not account for the increase in deaths in the Solent District.

Just had a look at a solent breakdown and actual BOATING deaths is nowhere near this number they include all the beach related drowings and even someone jumping off the Itchen Bridge! Just shows how easily misled you can be by the headline figures.
