How big a vessell do you intend starting with?
The ones in the windows of the boat Carter pictured might be good to start with.
Or the 2 dashing about on the water in the piccie.
There aren't any Laws in the Uk, believe it or not to stop you having a dirty great boat to learn on .

Assume your question relates to using a boat i.e. skippering.
Sometimes the insurance company can become the limiting factor. We have certainly one large mobo in our marina that only moves 'when a suitably qualified or experienced skipper' is at the helm - insurance requirement and it is well under 60ft length.
My understanding is 24m is the basic figure for a standard day skipper licence.

I've actually been working up (16' cuddy - Bayliner 24 - currently Birchwood 36) and have been looking at a steel hulled 56' trawler style thing but worried that there maybe was a limit before I'd to apply for the appropriate masters ticket. Expensive addiction this.
 
Would be well worht your while talking with someone at RYA or at somewhere like UKSA, I think 24 mtrs and 80 tonnes perhaps? Not sure there is definately a limit before you need Yachtmaster with commercial endorsement.
 
Actually, it transpires everyone is right. And wrong. Prior to making a mistake, decided to do some asking around. The first consideration is
'who police'es the bit of water as they've their own rules'.

Secondly, where you intent to park the thing introduces another set of rules

Thirdly, the value for insurance purposes tends to legislate to sane sizes.

Fourthly and most importantly, what the wife says. A requirement to have nubile females helping with docking will tend not to be a good thing.

Kidding aside, the insurance company seem to be the greatest legislators followed by BW and draft.
