Theres always a bit of a scrap getting into St Kat's (Tower pier?), yotties don't like taking turns going into locks.

Doesnt say it was a 'Boater' says he was on a 'pleasure boat' at Tower Pier.

So more likely a passenger on a pleasure trip boat dontcha think?
