Don't have that issue to hand, but does it not refer to an earlier issue in one of the captions? I think it has a "drum sander as in issueCB???" or similar.
I take it you are talking about the one used for fairing a spar?

The best illustration I have found is on page 206 of How to build a wooden Boat by Bud McIntosh, but if you can't find that in your local library, then the sizes below are from there anyway.
15inch of 5/8ths threaded bar,6 inch wooden handle very loose, couple of nuts to hold it away from 4 inch long 4 inch diameter wooden roller wrapped in rubber, otherwise it doesn't grip the 36 inch sander belt turned inside out.Nuts hold everything in place and the end of the bar is 6 sided to fit the chuck of your drill.
Keep it fairly tight as you walk up and down the spar and keep moving unless you want a stepped spar!! Bud McIntosh suggests the spar eyebrow height , but I prefer it well away from my eyes.
It's a great piece of kit.
