Holly and Teak cabin flooring

The Holly and Teak flooring on my 1984 boat is badly worn and salt water stained. I tried varnishing in the hope that it might bring it up but this has only sealed the problem in. Has anyone experienced this and satisfactorily solved it?.

Same problem on '84 Moody31. My partner, a carpenter, plans to sand it down very carefully with a hand sander. The veneer in very thin, so it has to be done carefully.
