Hiring a powerboat on Holiday

It depends where you are, for example in Greece a tourist can hire up to 15hp on an inflatable and 30hp on a non rib boat, there are several places that hire boats and ribs with big motors, as far as my experience goes, you will not be allowed without an ICC. cannot really speak for anywhere else, but from what i have seen an ICC is needed.

WHAT KIND OF LICENSE DO I NEED TO RENT A RIB?
Speed Boat License under the compliance of EU for EU citizens or Typical Speed Boat License for International Waters. You need to have an ICC (International Certificate of Competence).(Licenses for just coastal trips, will not be accepted).

Which country.? I have been asked for PB2 in this country and in Canada because my stay was well over 30 days I required the local Pleasure Boat Operator Card. I studied for this on line and took the exam on arrival in Canada. They may accept an ICC for up to 28 days!
Some countries seem to waive the requirement when craft are hired by holidaymakers.

Yes but it was so long ago no questions were asked.
A small boat for fishing and the questions ect were all about fishing where to go and what gear to use.
Nowadays local boat rentals are exempt from qualification requirements if a safety checklist is completed.

Cyprus - No license/ICC required unless you want to tow a water ski or kneel board, you can tow an inflatable ring without an ICC though.

Tourists hire 6 ton, 2.5 ltr engined boats on the Norfolk Broads all the time, they're lucky if they get 15minutes instruction.. no qualifications required.

As for the day boats mostly with 1.5 ltr engine, they're just a disaster, no idea of keeping to speed limits, and they wonder where the brake is.
Hit one on Sunday, it came round the corner, very much on the wrong side of the river, with a child driving it.. leaving us no where to go...

Is it becoming necessary to fit dash cams to boats to cover cases like these?
There is enough existing legislation under general laws of Tort to cover this kind of negligence of the adults in the other boat, and from your account it sounds to me that it was more a case of them hitting you than you hitting them.

The PCOC has been required here in Canada for all boats over 10 HP since 1999.
It came about as a result of a number of high profile incidents of Darwin theory’s involving idiots and small high powered boats.
Both here in Canada and the US.
Many US states have similar requirement.
Not particularly high level of knowledge. A test of basic safety requirements taken on line. The course is quite annoying, it won’t move on due to a minimum time requirement.
I eventually decided to get one last year after a couple of annoying conversations with fisheries and a border agent.
So I did the on line course, to get the card and put it in my wallet. I think it cost about 25$.
I got irritated with it and it took me over a month to finish it.

After 20 some years, The big questions
Did it make a difference?
Have the statistics for incidents involving idiots in small power boats killing themselves or others declined?
Unfortunately I don’t know.
Despite the requirement, you can still rent a small fast boat if you have a credit card.
The required safety checklist might be making a difference, again I haven heard of any stats to show improvement.
