High/Extremely high moisture readings

After making an offer on a boat I received the survey report which shows readings on the deep scale of 48 to 73 using Sovereign Quantum Marine Moisture capacitance meter. The weather on the day was awful (remember the last few weeks) and it was not possible to do readings on the shallow scale. General guidance is that readings between 46-60 are very high, and between 61 and 100 extremely high.There are 3 blisters one osmotic and two between gel coat and the owner applied epoxy. The surveyor advises grinding out the blisters and repairing them, and leaving the hull to dry out. I have read a lot which says it will only dry out a little, maybe one step on the scale. Any thoughts???
