HF Radio burning antifouling off?

My boat was hauled out today, and much to my surprise an area of antifouling was missing, for about a foot around the HF earthing plate. This was the first haulout since the HF was installed. The antifouling was flaked off, right down to the original primer. The antifouling was International Micron Extra.

Does anyone have experience of this phenomenon? If so

Any idea how it happens?

Any cure?

Is it dangerous? (Apart from having to recoat the antifouling)
