My only point is that the trading standards office will do their best to give you an insight into the complications of the law, which may not make you feel quite as good as you did before hand. It may well be true that there is a legal requirement concerning obligations concerning the product, but that is going to be you the purchasers battle to fight. If there is a constant abuse of the law the TS will step in, but they are hardly going to spend their resources in addressing every customer complaint. And the "trader" is unlikely to be shuddering in his boots just bcz you ve contacted the TS Office.The small claims court requires an upfront investment that is no longer insignificant, although if the outcome is successful you will probabaly recoup that.
In short, all the above measures encourage "sellers" to behave, but you do have a struggle if they dont want to play ball.
