Anybody that has tried to organize a sailing race knows the hard work it takes to make it successful.

Noty sure if OP wants guidance on running the regatta or manpower or support to do so.
Our club ran a big regatta last weekend involving 6 local yacht clubs in an interclub challenge. We ran 8 races over 3 days using Foundation 36 yachts from the local Swan River sailingFoundation who own the identical 36fters for match racing. Boats are allocated by ballot.
Each race session involved one large power boat for start finish crew of 5 people. There were 2 mark laying mobos each with a crew of 2 and 2 judge boats each witha crew of 2.
So 13 volunteers per session.
You need good buoys and ground tackle and a suitable area for actual racing.
In our case with all boats identical no need for handicaps. Our club came 4th out of 6 so competition was fierce. The sessions were for crew over 50 on Friday afternoon. Ladies crew on Sat morning and juniors then seniors for sun morning. So 24 different sailors for 6 boats or 144 all together. Winds were superb although I did complain bitterly at a rain squal that came through sat morning. I was on a mark laying boat then start boat.
For your regatta you will need to spend much thought on Sailing Instructions, The classes to be sailed and handicaps to beapplied to various boats.
For scouts safety will be paramount. You will need lots of small mobos to rally around the capsizes.
Decisions on the weather will be vital. Too much wind will put sailors in danger. Consider cancelling or shortening races and reducing boat numbers in each race comensurate with rescue boat numbers.
