I stripped the heat exchanger on my diesel engine today and found quite a lot of saltwater scale inside. Is it safe to use vinegar to dissolve the scale, or will the acid harm the solder or brazing material that holds the cooling tubes in place ?

No it will not hurt the solder medium, if possible use a product called Saf-Acid. its used commercially to descale evaporaters, comes in a chrystaline form mixed with warm water and soak the whole thing in it then rinse out. I have found that ordinary toilet descaler will remove scale as well and is a lot cheaper and safer to use. trust this may be of use to you.
