Hasler self steering

A friend of mine is trying to mount a Hasler self steering system to the stern of his Twister. He has bought this second hand with no manual. We have hung it off a bench and it would seem that it sits on the afterdeck and hangs over the stern. The blade then must hang over the stern, beyond the existing transom mounted rudder, under its' own weight with no locking mechanism. Our concern is that when the blade turns it will rise and force the whole mechanism upwards.
Has any one had any experience of fitting these? Is there any form of locking mechanism, which may be missing from this one.
