I think it's just a commercial quay on the south side of the river, and not suitable for yachts at all. There is a dinghy sailing club on the north bank of the river, downstream a bit, so it might be worth contacting them for information. HTH

I have seen a yacht lying there on one visit. IIRC (not at home just now so cannot check) the Forth Yacht Clubs Association pilot for the east coast (a very worthwhile publication to have) recommends lying at anchor in the channel to the north of Moncrieff Island. I expect you could land your dinghy at the waterski club, which is just beside the harbour. You need to work out your tides for cruising thereabouts.
