Just heard from a mate who launched yesterday at Preveza.

Yard is not bothered or involved with the tax and has no instructions to police or apply it. So his boat went into the water without question.

What you all need to know is this, in May there are local elections, this means that the very nice guy that you got to know who worked the harbour could lose his job! In Greece jobs for the boys is very much alive! vote for me and I will give you a job still exists! I have been listening to some very serious arguments sat in a Taverna today. The locals who did a very good job last year, could be out of a job this year, whoever wins will bring his own crew in.
You will not believe this sat in the uk, I will, I have seen it before! This is life the Greek way.
