Grappling hook?

Whilst searching around our club for a grapnel anchor to drag around in hopes of hooking a sunk mooring (ground chain or riser) I came across a peculiar version.
The hook is galvanised steel with four tines, quite heavy, 4 or 5 kilos. Each tine has a 'recurve' toward the stock and crown. A bit like this one but more sophisticated manufacture... http://catalog.hydrasearch.com/item/hooks/hooks-grapnel-astern-fueling/st-gpnl-af

I can't imagine it being an 'astern fueling grapnel' but does anyone know what it may be for? Does it have a specific name? Fishing/potting industry maybe?

Just curious.
 
The hook in the link is obviously designed to hook another rope and would be useless for hooking anyhting else I would think.
Around here an anchor known as a reef anchor is often used for fishing. Commonly has a piece of heavy 40mm water pipe about 30cm long. Welded into this are 4 steel rods about 8mm diameter. ie just looks like a grappling hook. As an anchor it wil grip onto a reef for fishing etc. It is recovered in the mormal way except that if it snags the legs can be straightened by pull on the rope. Here is one available in Oz olewill
