Glue recommendations for Avocet's tender's rubbing strake, please?

The rubbing strake on Avocet's tender seems to be starting to peel at the edges. It's a Europa 200 (the letters "EV" also appear on the side) from the mid 1990s, but hasn't seen much use. I think it's made of PVC (the tubes). Not sure what the rubbing strake is made of. It's so old, I can find nothing online, although there is a compliance plate on it in Italian. It has a slatted, rather than inflatable floor and no seat across the thwarts. The transom is plywood.

Is anyone familiar with these boats and could recommend an adhesive I could try, please?
 
I’d use Polymarine’s two-part PVC adhesive. There’s also a special cleaner/primer, which I used when doing major structural work (putting a new aluminium transom into a 60hp fast boat), but for less critical stuff I seem to do okay with acetone.

Is the rubbing strake some sort of rubber? If so the PVC glue may not stick to it, put a layer of Hypalon one part on it first, the PVC glue will stick to that. See Polymarine snap davit instructions.
 
Thanks both. gordmac, I'm not really sure. It is certainly some sort of "elastomer" and I'm pretty certain it is man-made.

Also, supplementary question, you'll see a few black mould spots on there. Any recommendations as to what is safe to use on PVC to remover them, please?
