Due to continuing concerns regarding global warming and rising sea levels the International Maritime Organisation is looking closely at the added effects of increased pleasure boat ownership. Each new boat that goes into the water will slightly raise the sea level, albeit by a minimal amount but their concern is the total effect.
Draft proposals are along the lines of Japan's car ownership policy whereby it must be proved that you have a parking space for a car prior to it's purchase.
Boat owners are likely to be expected to prove they have a suitable and permanent storage facility for the water displaced by their vessel.
Swimming pool installers are said to be delighted by the proposals.

As I don't have a displacement or even a semi-displacement boat, I'm going to ask for an exemption certificate..........semi-displacement boat-owners should ask for a 50% discount and displacement boat-owners in fairness should cop ALL the charges!!

... but surely, if the boat goes into the water, the reduction in weight bearing down on the land will cause it to rise and cancel out the rise in sea level.
