Gearbox seal on Honda 5hp outboard

When you drop the propeller unit off there is a seal under a metal plate on the gearbox. I've got a new seal, but can I get the old one out ? Can I flip ?

I'm concerned about using excessive force for fear of casing damage, but even that doesn't want to shift the outer. You start to wonder what on earth you have to do to remove it, or if you have missed something simple but vital, or if you are applying force to the wrong bit ( I don't think I am...but you never know)

Anybody know any tips that might help. The old seal is pretty well destroyed by now with just the outer seemingly stuck solid in the housing.
 
Did it ? heated the whole unit gently in the oven to about 70c, then sprayed GT85 spray with PTFE round the edge of the seal and levered gently round the perimeter with big screwdriver and it gradually shifted and came out.

Now why couldn't it have done that three hours ago ??
