What type and size fitting should I use to create a "drain" for the gas locked at the stern of a Rival 34?
Any suggestions as to the best technique for drilling the hole this fitting will require?

There are recommendations on size in the Boat Safety Scheme notes. You just need a through-hull fitting, preferably metal. A hole saw will cut a neat hole.
 
An ordinary skin fitting at the outer end, either with a built-in hose barb or using a separate one that screws on. At the locker end a second skin fitting will do the job, but if you're installing it in the bottom of the locker rather than the bulkhead, a top-notch job would use a deck drain fitting - it's like a skin fitting but slightly recessed so that the last dregs of water can drain into it.

There's no special technique to drilling through fibreglass, it's quite easy.

I used the recommended 19mm dia and make sure your pipework outlet is below. the level of the gas locker.

Drill a small pilot hole first but if you drill it from the outside check where it will come through on the inside before you drill it.
