Gas cylinders for cruising?

At the end of a recent delivery to Las Palmas for the ARC we found that the local gas plant would only fill Calor bottles with a 2015 safety tag - ours were 2013.
On the same trip, we found in Morocco the local version of Camping Gas was 7 euro including the bottle which was identical in all essentials to the 907.
On a longer trip several years ago, we found we could get all bottles filled in less regulated countries, but had to give in and buy local ones in US and Australia.

Its getting increasingly difficult and expensive to get bottles filled or exchanged in South Spain. Lots of marinas and chandlers have stopped selling gas. Carrying extra now advised.
