gas burner problem or not

When I light the gas ring on my stove it only burns around about two thirds of the burner. As it gets hot a minute or so later the problem goes away(my camping cooker does the same thing) Is it normal, what's coming out of the jets with no flame? if its just air getting in whilst the cooker is off why don't they all do it?

think most do it, prob something to do with heating up the burner heads

Remove the burner and clean it. there will be dirt (rust?) inside/under the burmer cover causing a restriction in the airflow and incorrect combustion.
