Fuel price survey from around the Med and beyond

This is dated September, but I haven't seen it on here. I guess it's for commercial shipping, so perhaps someone could qualify if these are the prices us pleasure seekers pay (perhaps with VAT to be added? except where there is none)

I was interested to see how low Barcelona was.

Looks like those prices are including tax in countries where they tax fuel.

I converted the doller price from that graph into a euro price based on exchange rates in september 2013, and the prices for palma de mallorca roughly tally up with what I pay on the island, it looks like I may pay a few cents (~5) per litre more.

How is it possible for marine diesel to be twice as expensive in Palma compared to Barcelona? Not only are they in the same country but the same region (Catalonia)
