Fuel filler earth

I’m currently in the middle of changing my fuel filler. The old one was plastic screwed to the deck with three screws. Two came out easily but the third turned without coming out, although it was still holding the filler to the deck. I finally got the filler off using a crowbar and splitting the plastic around the screw head when it became apparent that the screw was attached to an earth cable below the deck. I fail to see how a cable attached to a screw through a plastic filler and plastic deck can have any useful effect. The new, metal, filler has a tab to attach an earth cable, is this strictly necessary given that diesel is pretty non volatile or is it intended to prevent a static shock to the user?
