Wouldn't that mean that you have virtually no drive ? Surely an engine that produces max thrust at near zero speed is going nowhere fast ??? It gives me impression as a pure user and not diesel / prop expert that engine is literally unloaded once the boat moves ? But then again maybe I'm confusing thrust with revs ? OK ... maybe ...

I know my boat can reach near max revs alongside tied up as the prop is undersize and it cavitates easily anyway. (It dredges a big hole behind me though when I've done it !!!)

as the fuel used is determined by the power absorbed by the propeller the engine power is not the major factor in this discussion.
The power required to turn a propeller is the factor deciding fuel used (disregarding losses ) if you have say a 15X15 propeller turning at 1200 rpm driving a similar load at the same speed the actual horse power available is not relevant only the hp used .
