Never heard of it. I believe the quantities of water involved in high moisture content is pretty small. If you've had a recent survey worth dropping the surveyor an e-mail.
It's different if there's damage and free water has got in between the layers of glass. I'd not be surprised by frost damage there.
If it is high moisture readings as detected by a moisture meter in an otherwise sound laminate, then no. If however, it is due to trapped water in a fault then yes. A few winters ago and old repair to an area on the bow popped out because of freezing water. The repair had deteriorated and let water in behind repair which froze.
