Fraud when purchasing a boat

I recall an article in the PBO regarding the seller accepting a lower amount than that offered by the buyer. I understand that there is a fraud involved in this operation. Does anyone recall the article or has anyone experienced a similar situation. If so did the sale go through normally
 
Te trick is that the "buyer" offers payment of more than the asking price by way of a draft on a foreign bank, asking the seller to refund the difference.

Your Bank will show the payment in as a credit before the draft clears - which may take up to six weeks. You assume all is well.

Meanwhile, the "buyer" has cashed your cheque.

His draft then bounces.
 
I had a Negerian "customer" send payment as 3 drafts for $1000 each, expecting me to refund the difference. Fortunately, I phoned the issuing bank in the USA - who told me they were forgeries. I was "lucky", all it cost me was the £30 Lloyds fleeced me for handling the things in the first place - naturally, not refunded.

If ever you are tempted to do business this way, at the very least - phone the issuing bank before parting with anything.
