6 boats flying foreign flags (Polish and Norwegian) were siezed folowing an inspection operation in Ria Formosa, Portugal on Tuesday.

The report says they were carrying out "tourist activities" and were in an irregular state.

To be fair, it looks like the boats involved were chartering without the proper licenses or inspections.
If this is indeed the case then yes, throw the book at them, absolutely.

Fully agree. Like you, I think the problem was more about the Tourist activity without correct licenses / inspections than the foreign flags they were under.
 
Although we occasionally come across unlicensed boats carrying passengers, I find it hard to believe they collared 6 at one time. I think it more likely they are carrying out safety equipment inspections which all boats have to comply with if there >6 months. This happened regularly to visiting boats 10-15 years ago. If they are chartering they are probably unfairly competing with local boats which are subject to various taxes including VAT.
