I read an article here entitled "NEW SECURITY RULES PREVENT MARINAS FROM HOSTING FOREIGN YACHTS". Has anyone visited a marina in the states since the first of July this year? Is this true?

The septics are taking it very seriously. They don't like vessels turning up unannounced anymore. They don't like vessels operating outside their interpretation of the code. They are very nasty to vessels that are flagged in places they don't approve of. They are very nasty to vessels that have visited countries they don't approve of.
They do cheery things like stopping vessels in international waters and getting the crew to muster on the aft deck. I understand that they will allow two crew to remain on the bridge these days.
Will it affect yachts. Well that'll depend on the size of yacht, where it's flagged, where it's visited on it's way to the US and what security state they're operating the port of entry at.
I only go near a marina if I must but I can say it's not true from Long Island to Nantucket.
The Coast Guard are very keen at the moment though. They've been given lots of shiny new 30 odd foot RIBS to whizz around in and have been boarding and following ferries in and out of port. Apart from that nothing much has changed.
BTW, the US Customs & Border Protection guys put on a 'guard of honour' for us last time we got off the plane at Boston from London after the tube bombings! Very smart they looked too but our National Anthem sounds crap when put on a tape by what sounds like someone learning to play the Stylophone.
