Ford saab 2715 e 120 hp seems locked

Hi , I recently had fixed the heat exchanger, which previously had mixed water in the gear box oil , I put new oil but still starter can't push the wheel , and the voltage go dramatically down when turn the key , starter is checked working good . So I assume the weel is stuck?

I does sound if you have water in the cylinders..

Try turning the engine over with a spanner on the crankshaft pulley.
