the dip stick is set for a level engine which is a hendy ford recon of 250 hours.
so that is wrong as the engine is at an angle! I took 16 L out of the sump which seems a lot!

Sounds pretty close. In my Ford days 4 gallons (Imperial) from a bone dry engine incuding filter was the standard figure.

So 4 gallons or 18 litres from dry....16 liters sound spot on for contents of oil pan, plus .75 liter for the filter. I doubt if Otosan Ford have changed any of our standards.

Always better to keep lube level on the low side when installation angle is steep, 13/15 degrees as #6 rod WILL dip and cause oil airation problems leading to low hot lube pressure.

Question for the OP just to clear up confusion.

You mentioned that you had Hendy Ford re-con, as far as I was aware they have only done 6 jug re-con base motors based Otosan Dovertec (Turkey) core engine components. Turkey does not build 4 pots.

Assumed perhaps wrongly that 2701E was typo as 2701-12E was correct nomenclature for old Dorset 4, as well as the quantity of oil drained, also very surprised to hear that still viable for Hendy Ford to still be rebuilding Dorsets.

Just to sum up: If you have old 4 cylinder Dorset engine capacity could be as low as 8 US quarts/7.5 liters, dependant on oil pan option, steel or alloy, up to the capacity given in the other poster.

If you have a 6, either Dover 2725E or Dorset 2703E 16 liters is still good.
