Folding pad eye assembly

Please forgive my ignorance but I have taken delivery of a couple of pad eyes to use as safety line attachment points in the cockpit. The fittings came without any instructions but with nice little oblongs of silicon rubber which are, according to the advert, designed to stop the fittings rattling. It is not that important but can anyone tell me where the silicon oblong goes to achieve this?

We have a couple of these, but they're on the boat, so could check at the weekend if you've not got an answer by then.

From memory it push clips onto the fixed bit and sits under the 'flapping' bit.

The rubber strips fit between the deck and the hinge to give some friction.

Thanks for that. I can see how both solutions might work but putting the pad inside between deck and hinge sounds neater.
